Oh, I criticise things I like, too, but usually just to balance things out. Because if I said only positive things, it would sound too good to be true. On the flip side, I usually can find good things to talk about in series that don't grab me personally. (Sometimes doing too good a job that people thought I liked those shows (^^;), so I tend to be more honest nowadays.) With all that said, you're probably right that I prefer to be positive. If I really dislike something, I don't talk about it.
Well, I am only guessing, but Ultraman probably cannot afford to remain off-air, so not making a new series every season is not a choice. Even with the time with no new series airing, they have to fill the time with recap-style shows (with new commentary, however), so that they will always have the TV spot for the Ultra shows. (Not airing in the right timeslot was a problem for Nexus back then.)
I read somewhere that Ginga is a show that (general) you have to meet at least halfway. Yes, it clearly suffered from a budget problem (as far as I know, Tsuburaya had next to no money at the time it was made), and the acting wasn't the greatest, but the show (and its main character) does have a lot of heart, which is what makes it an Ultraman show for me. Most fans preferred the sequel series Ginga S, which had more money (apparently, Ginga was successful enough) to invest in a traditional defense team and more exciting fights/varying locations. But I love both Ginga and Ginga S, so I'm not objective about these two shows.
The Shin Ultraman film is supposedly a retelling of the first Ultraman series, so yes, probably a good place to get into. But only if you don't mind waiting - the movie won't come out until summer and will take even longer to come out on DVD/Blu-Ray. It reminds me a little of Ultraman The Next film (the prequel movie to Ultraman Nexus), in that everyone is military and serious, so I'll definitely watch when it is released.
